Chairman – Cllr Mandy Sheppard

Mandy has been around Lilley for most of her life, but has been lucky enough to live here for since 2003.  She is married to a farmer and runs an online Equestrian retail business, which came from her passion for horses.  Mandy can often be found riding around the local bridleways.

Lilley has always been an important place for her and she love being able to give something back.


Vice ChairmanCllr Emma Talbot

Emma has lived in Lilley since 2014 with her partner James, and are now raising their two young children here. Emma works in sales—which won’t surprise anyone, as by her own admission, she’ll talk to anyone and is not backwards at coming forwards! She absolutely loves Lilley and feels lucky to be part of such a welcoming village. Emma believes that by giving just a bit of your time, you can help make great things happen in our community.


Cllr Phillip Gage

He’s the newest member of Lilley Parish Council, having joined in 2024. Originally from West Yorkshire, he moved to Lilley in October 2020 with his partner Sharon and their now five-year-old son. Since then, they’ve come to really appreciate the village and its welcoming community. Outside of work and council responsibilities, Phil enjoys spending quality time with his family. And you’ll often find him on the golf course, still trying to lower that handicap!


Cllr Rosalind Murray

Ros can remember how welcoming Lilley was when she moved here 29 years ago.  Having bought a house which needed a lot of work, it became clear that it was clearly very important to many people in the village.  Many people would pop in to see what work was being done.  Her children were either young or were born in here, so all their memories are of their friends in the village, of community events like the old Lilley Fete and of playing in the surrounding fields and woods.  Ros and her family have always felt part of a community here and she hopes that by being a member of the Parish Council she can contribute in a small way to keeping Lilley a welcoming place to live.


Cllr Nicola Price

Nicola has lived in the village for four years and has two young boys and a dog, so can often be found out and about in the fresh air, do say hello if you see her.  She works in Community Investment so has a strong interest in helping to maintain the village community spirit, particularly enjoying running events for all including the annual easter egg hunt. She also tries to help tackle some of the villages problems, like the speeding of vehicles along our main road.


Cllr Ben Turner

Ben joined the parish council in March 2026.
